Our discussions with client communities often reveal confusion around the different types of prefabricated homes and how they are defined. Terms like mobile homes, manufactured homes, and modular homes are frequently used interchangeably, despite important differences in how they are built, regulated, and installed. These housing types also play an important role in providing more attainable housing options. The state of Virginia just took a step in this direction last month when it signed HB 655 into law, prohibiting localities from treating manufactured homes more restrictively than site-built homes — a meaningful win for housing affordability.
